CPU / GPU 负载数据无效或不准确 #320

如 #316 遇到 CPU 负载数据与任务管理器中显示的不一致，或 GPU 负载数据一直保持为 0.
目前可使用 PDH 数据替代，参考 PDH 查询路径：

CPU 利用率：\Processor Information(_Total)\% Processor Utility
GPU 利用率：\GPU Engine(*)\Utilization Percentage
